Amos Guiora, Professor of Law at the University of Utah S.J. Quinney College of Law, was quoted in an April 8, 2105 Vice News article, “Police in India Now Have Drones That Can Shower Unruly Crowds with Pepper Spray.”
In response to concerns about the protection of civil liberties and the risks inherent in remote pilots targeting a crowd from a position of remove, Guoira said, “I’m very much an advocate of hands-on decision making. By hands-on, I mean a human being — as a human being, not some damn machine. Drone operators with feet up on their desk. That’s what worries me.”
