On December 8, 2014, Leslie Francis, Professor of Law at the University of Utah S.J. Quinney College of Law, testified in a virtual hearing before the Privacy and Security Work Group of the Health IT Policy Committee, a federal advisory committee to the Office of the National Coordinator for Health IT.
In her testimony, Francis focused on three areas, including three “lo tech” problems that she said required more attention in order to avoid “risks of surprise, suspicion and shutdown.” These areas include accountability, assuring transparency and devoting attention to the lifecycle of data.
