Schwartz to Present Before SEC Advisory Committee on Regulatory Reform and Small Business

Jeff Schwartz, Associate Professor of Law at the University of Utah S.J. Quinney College of Law, will present at the September 7 meeting of the SEC Advisory Committee on Small and Emerging Companies. His remarks will focus on how the securities laws currently apply to small and emerging firms, potential changes to regulations that would assist these firms, and potential next steps for the committee in identifying and suggesting specific reforms.

Schwartz’s comments will be based on his article “The Twilight of Equity Liquidity,” which is forthcoming in December in the Cardozo Law Review. The article addresses the steep decline in initial public offerings in recent years, diagnosis this as a symptom of a flawed and ad hoc regulatory structure, and recommends a comprehensive theory of reform.
