Amos Guiora, Professor of Law at the University of Utah S.J. Quinney College of Law, was interviewed recently by the Los Angeles Times and the BBC on the agreement earlier this week to end Marine Staff Sgt. Frank Wuterich’s court-martial in the killing of 24 Iraqis. Guiora expressed his concern that the plea deal would reinforce international perceptions that the U.S. will not punish its soldiers for misconduct.
