Professor of Law
Prior to joining the Utah faculty in 1964, Professor Lockhart practiced at Gray, Plant, Moody & Anderson in Minneapolis. He also served as acting U.S. attorney for the District of Utah (1974-75) and was consultant for the Administrative Conference of the United States. He was a Senior Fulbright Scholar in India during 2000-2001. He teaches in the fields of public land and natural resource law, administrative law, and constitutional law, and conducts a clinical course in which law students participate with him in litigating issues concerning protected public lands. Professor Lockhart writes in the fields of public land protection and administrative law, with his recent work focusing on park protection law. He is currently a member of the Utah Steering Committee of the Land and Water Fund and a frequent consultant to various public interest groups on public land and environmental issues. Professor Lockhart also provides pro bono legal assistance, including litigation, for a number of conservation organizations.
Professor Lockhart teaches administrative law, constitutional law, federal courts, and international funding and environment.
